November, 2025 Update #1

Summary of the Community Visioning Survey (Phase I)

Thank you to all residents who participated in the Community Visioning Survey. A summary of the feedback received from the survey can be viewed here. Additional information can be found in the project update provided in the regular council meeting November 4, 2025.

Results: participants expressed pride in Lake Country’s rural beauty, agricultural roots, and community spirit. Feedback included a clear desire for thoughtful, well-managed growth that protects the qualities of the community. To move the community forward respondents suggested that Lake Country must balance livability and sustainability, invest in infrastructure, expand amenities, support a resilient local economy, and maintain transparency and trust between the District and its residents.

Engagement opportunities included an online survey, pop-up events, open houses, community workshops, and email submissions.

The District gathered feedback under the following themes:

Building off the success of community visioning, the second phase of the OCP review and update is underway.

Stay tuned for planned engagement activities in November and December 2025, including digital and in-person events to allow the public opportunities to share feedback on the options for the future development of Lake Country.

November, 2025 Update #2

Land Capacity Analysis (background report)

The District assessed the community’s land base to evaluate its capacity to accommodate the future growth needs of Lake Country residents and the local economy. The resulting report summarizes the analysis of Lake Country’s residential, commercial, industrial, and agricultural sectors and their ability to meet the District’s needs for the next 25 years. The Land Capacity Analysis can be viewed here.

The report concludes that, based on the demand projections for population growth and economic development, the District can accommodate the future needs of the community subject to recommendations for land use policy and regulation.

October 1, 2025 Update

The Community Visioning Survey has now closed. The online survey ran from August 27 until October 1. Thank you to the 611 residents who participated. Here are the winners of the weekly draws:

  • Liz Ellison
  • Connie Hajdasz
  • Davin Larsen
  • Lisa Redfern

Each of the weekly prize winners won a $50 gift card to a local business of their choice.

Our grand prize winner of a $100 gift card is Melissa Lafond!

We appreciate the effort of so many community members that attended the open houses to learn more about the OCP process. Please stay tuned for the results of the survey.

The District of Lake Country is updating the Official Community Plan (OCP) to meet the changing needs of the community. We welcome your feedback to shape the 20-year vision for the community. Let’s grow Lake Country, together.

Our Official Community Plan

Our Official Community Plan (2018 – 2038) sets the overall framework for future growth and change in the District, as guided by the long-term vision of the community. The document provides strategic guidance (goals, objectives, and policies) for Council, staff, and members of the public. The OCP belongs to the entire community, including residents and interest holders.

What does the OCP review and update include?

The District has begun a general OCP review and update. The review will allow the District to evaluate the existing policies in the context of the change experienced in the community since 2018 (population growth, increased development, housing affordability, environmental hazards, etc.) and associated key priorities (development approvals, provision of municipal services, economic diversification, community safety, etc.). The updated OCP is anticipated to be ready for Council’s consideration of formal adoption in July 2026.

Staff proposes the general OCP update would build on the policies of the existing OCP, and focus on the following:

1. Review and evaluate existing policies and guidelines (for example, urban containment boundaries, future land use designations, Development Permit Areas).

2. Update the OCP to include the specific policy documents created since 2018 (for example, Water Master Plan, Liquid Waste Management Plan, Transportation Master Plan).

3. Fill information gaps with data generated through updated population demographic projections, housing needs assessments, and land capacity analyses.

4. Include new priorities into the District's strategic policy fabric (for example, Council’s 2025 strategic priorities).

5. Monitor progress towards the updated policy guidance.
